What is an Asphalt Millings Rejuvenator? An asphalt millings rejuvenator serves as a bonding agent for asphalt millings. If the asphalt is gray and oxidized, it has probably lost much of the tar, bitumen, and other elements that help it bind into a strong, durable material.

HS-21 can be applied to both compacted and un-compacted millings. HS-21 re-bonds the aggregate and fills the fissures and voids in the millings to prevent air and moisture from entering the surface which are the main causes of deterioration and raveling.
