Non-Motorized In-Stream Placer Mining soundpIn rivers, streams, and some other waters of the state, a removal-fill permit from the Department of State Lands (DSL) is required for any activity that will cumulatively fill, remove, or move 50 cubic yards or more of material below the ordinary high water mark.

Oregon Mining Association (OMA) just received a draft legislative concept that was put together by a work group led by Senator Alan Bates, the main proponent of Senate Bill 838 (2013), the Oregon law that imposed the moratorium on instream placer mining along most waterbodies in western Oregon.

Illinois River & Josephine Creek. Located in the western side of Josephine County, between latitude 42′13′ and 42′29′ N, longitude 123′38′ and 124′05′ W, the Illinois district had a total production in 1852-1953, between 5,000 and 10,000 ounces of Oregon placer gold along the Illinois River downstream from the mouth of Josephine Creek, and were very productive.

Oregon's placer mining industry is nearly 100 years old and has been worth to the.State upwards of $10010001000 in value of production. That as muoh or greater gold value remains in Oregon's placer gravels can hardly be doubted, but how muoh of the remaining gold may be won at a profit is highly problematical.

They established the early mining camps of Waldo and Ellensburg (Gold Beach). Placer gold was found in the black beach sand at Gold Beach. Other miners went north east to find gold near present day Grangeville and Canyon City and Baker City. The boom lasted until around 1869. Modern day prospectors still pan and search for gold in these areas.

In response to this legislation, the Department of State Lands substantially revised our GA for placer mining. The GA now authorizes only non-motorized methods or activities (gravity and siphon dredges are considered non-motorized). The eligibility requirements, covered activities, and conditions of the GA have also changed.
